I need some help trying to figure this out out:
I have a 1996 Cadilac Seville STS. Cadillac dealer did a dignostic on it and told me the ignition cylinder lock and key needed to be replaced. But if I plug another cylinder lock with right pallet key under the dash it'll still do the same. SECURITY light goes out after 2 or 3 seconds and stays out, engine cranks but it doesnt start and the messege on the board says "STARTING DISABLE DUE TO THEFT SYSTEM REMOVE KEY WAIT 3 MINUTES" I know if it was the cylinder lock I would have made it start by plugging another one under the dash. So I went and took the ground wire from the battery off and replaced the instrument cluster, put the ground back on, gave it a try and same problem same messege on board.. Any ideas? thank you!

This is a Passkey system. You cannot simply put a new lock and key in because the key will not match the resister code in the Passkey Module. Fortunately, this one has relearn ability.

Here is the procedure. Use the process without T50 or T60 Computer. If this doesn't work, then your going to have to let the dealer program it.

PASS KEY II THEFT MODULE RE-LEARN PROCEDURE
(IPC PROGRAMMING AFTER REPLACEMENT)

Since data contained in the Electrically Erasable Programable Read Only Memory (EEPROM) is specific to the vehicle that the Instrument Panel Cluster (IPC) is in, the EEPROM must be programmed by the authorized service center if the IPC is replaced. It is crucial that all information requested by the authorized service center be correct so they can program the correct data for the vehicle you are working on. When the IPC is received from the authorized service center, it will contain the same IPC override information as the removed IPC as well as the correct VIN.

The replacement IPC is configured to learn the PASS-Key II resistor pellet value of the vehicle. The Theft Module Re-learn must be performed before the vehicle will start:

THEFT MODULE RE-LEARN PROCEDURE WITH A T50 OR T60 COMPUTER.
  1. Using a T50 to T60 enter Service Programming System (SPS).
  2. Select Theft Module Re-learn.
  3. Follow the instructions displayed on the T50 or T60 computer.
  4. Verify the repair.

THEFT MODULE RE-LEARN PROCEDURE WITHOUT A T50 OR T60 COMPUTER.
  1. Cycle the Ignition Switch to the "RUN" position.
  2. Wait a minimum of 10 minutes, cycle the Ignition Switch to the "OFF" position.
  3. Cycle the Ignition Switch to the "RUN" position.
  4. Wait a minimum of 10 minutes, cycle the Ignition Switch to the "OFF" position.
  5. Cycle the Ignition Switch to the "RUN" position.
  6. Wait a minimum of 10 minutes, cycle the Ignition Switch to the "OFF" position.
  7. Verify the repair.
