Ok why would the horn on my 96 Cavalier only work when the ignition is turned off???? Wont work at all when the car is on. Any suggestions??

You probably have some internal wire broken and is grounding itself on something else inside the steering wheel...the best thing to do is remove the horn cover and inspect.
