95 Merc Headlight Problem

1995 Mercury Grand Marquis, with 4.6 engine and 95,000 miles. Headlight's when turned on often flash on and off and don't always stay on. I have to play with the switch to get them to stay on, while doing this I here what I assume is a relay under the dash clicking. are these the only two major parts to check, and does past experience help in pointing to one or the other as most likely to warrant checking first?

The relay you hear clicking on & off is just the ciruit making & breaking contact. Ford has had a problem with their combintion switchs, I wiggling the switch does make a difference with the lights, more than likely that is where your problem is............
