95 Lumina 3.1 Sedan Fuel Pump relay clicking, no lights whatsover.

Unique issue here. Without key even in ignition, fuel pump relay clicks consistently every 8 seconds with the gauge lights illuminating during this 8 seconds. Again, this is with NO key. The only lights that function are the gauge lights. Upon turning on the headlight switch only the gauge lights illumin8. Absolutely no headlights, dome light or brake lights. No fuel pump sense/pulse. No radio, key on or in accessories. Multi-function switch was not the issue. How would I trouble
shoot this one?

I would probably start at the fuel pump relay and determine which signal the relay is receiving that it shouldn't be and then track down why. Here is the wiring diagram to do that. You sure it is the fuel pump relay that is doing this? This is no way that the fuel relay could be doing that unless you have ignition power going to the PCM. With the ignition off there is no ignition power. That's unless someone has been doing some homemade wiring or added aftermarket equipment that effects those circuits. Since you have no headlamps or brake lamps you need to start by having your battery tested and making sure your battery connections are clean and tight. Then make sure you have good clean engine and body grounds. Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
