Okay, I am trying to change bulbs in my 91 honda civic four door.

There is a black ring around the light that says to turn it left to get it to open. The problem is I twist it as hard as i possibly can but it does not move.

Does anyone know if it has something you need to press to get it to come off or something?

The black cap is your weather seal. Inside it there is a rubber that seals the light. If you have not changed the bulbs in your car before, the seals might have become shady and corroded. You are doing the right thing, just use more elbow grease. Once off, let me know if seals are cruddy.
