87 accrod elctrical fuel problem

my father in law has an 87 accord carburated, it was spudering out, replaced fuel filter, pump, relay, leaking hoses, now im sure its electrical he tried to hook up a stereo system and i thi8nk he shorted something. we traced wires from fuel pump to fuse block, ther is no power to the hot wire for the pump. sometimes the pump works sometimes not. should we replace the fuse block? stereo has been removed.
