Does the truck start (crank) normally when you use the key?
If so; this green wire, may not need to be connected anywhere for your application.
Many times the manufacturers will use the same wiring harness with different configurations of the same vehicle and just not use all of the wires.
Looking at a wiring diagram for this vehicle; it shows two green wires coming off of the ignition switches start terminal. One of these two wires goes to the starter relay on the firewall; to engage the starter motor. The other would go to the glow plug timer relay, if this were a diesel engine application.
Usually these extra wires are taped out of the way, to the outside of the wiring harness. Over the years the tape my have come off allowing this wire to hang.

Not sure what to tell you without seeing this, in person; but here’s a couple of diagrams that may help?

Not sure what you mean by “main switch” but that black stuff is either old die-electric grease to help keep the connection good or it’s a form of insulating tar to keep Mother Nature out of the connection; either way it is suppose to be there.

Man I’ve been in the trade working on peoples vehicles and listening to their description of what’s happening with their vehicles, for over thirty years. You my friend; have just joined the select few that have me completely confused, as to what you’re trying to say. LOL
Now don’t take offence; but you are doing to have to go into a little more detail if you still want our help. Remember we can’t see what you’re seeing and there are a lot of different wires under the hood of any vehicle.
The person sitting on your hood smoking; are they OK. LOL

ok well ill just start from the very beginning of the story one day a buddy of mine was sitting on my hood
of the truck. then smoke came rolling out from underneath the truck which im guess that the hood was
touching the batt terminals. my guessing is that he fried a couple of wires or something would you have any
guess on what happened???

Go to that bare wire and give it a tug. If it stretches, that means it's a melted fusible link that will have to be replaced. They act as fuses for problems like that.

If you replace it, make sure you only use fuse wire and not regular wire.
