2008 Honda Civic EX low beams

Hello! I have a 2008 Honda Civic EX. I started my car and flipped my headlights on-everything worked fine. I started backing out of my driveway and both of my low beams went out at the same time. I know it is unlikely that it's the bulbs since they went out simultaneously. I have replaced fuses but still nothing. I'm trying to diy what I can as I am on a limited income. Any input on what I should be checking next would be greatly appreciated.

Check fuse #21 in the under dash box using test light. It should have power on both sides of the fuse. If you have power through that fuse, then there is a low beam relay in that same fuse box.
