2004 Honda CRV brake light mystery? Help!

I have a 2004 Honda CRV. The 2 side brake lights are out, but the one in the middle, the small one on top, is fine. Additionally, it isn't the bulbs, because the lights come on in reverse, hazard position, and every other way, just not when braking, even though its the same bulbs being used. I thought it might be a fuse out, so I spent forever trying to find out which fuse number is assigned to brake lights (I believe its #7 in the underhood box), but I checked the fuses and they seem to be fine. I even checked most of the rest for good measure. Does anyone have any idea what the problem could be?
