2003 Accord LX 2.4L 134,000km, Jerks (won't go over) @ 3000RPM

The engine blocks but does not cut when reaches 3000RPM. When standing still IDLE is @ 500. The car is a 5 speed standard and I'm still able to reach 60mph as long that I don't bring the IDLE to 3000RPM.

Had it check by manufacture and they say fuse box will have to be replace "about $1000 job" cause they're getting a (P2649 VTEC Solenoid Valve Circuit High Voltage) & (P2647 VTEC Oil Pressure Switch Circuit High Voltage). They made a test by changing the SOLENOID and problem is still there.
Also, Honda claims that even if they change the fuse box, they must reset the codes plus problem might not be resolved.
The check engine light is always on.
There was a previous code (P1298 Electric Load Detector (ELD) Circuit High Voltage) It was fixed and problem is still there.
Did anyone ever had this type of problem and what did you do???
