2002 ford windstar

Ok, I have a 2002 ford windstar with 6 cylinder engine. The fuse that controls rear tail lights, gas gauge and door locks keeps blowing. The odd part is that it only blows after I put vehicle into gear. Then it drives and runs fine. If I put it in park then it blows the fuse and the shifter will not go back into drive or any other gear. Sometimes the fuse will blow just trying to replace it but not usually.
I have replaced the brake light switch under the brake pedal but this made no difference. I bought a new neutral safety switch but have not put it in yet because I have no clue where to look for this piece to replace. Should I even bother with it? If the problem is most likely a short in the wiring system then there is no point to replacing the neutral safety switch. I have some basic mechanical knowledge but it is from back in the early 90's and the newer computer stuff on vehicles is way beyond my knowledge. I have also bought a chilton manual to try and track down possible bad relay switches but the manual does not list which one goes to what. I have also put vehicle on a computer, all it tells me is that the gas cap may be loose and I have an emissions issue that is being triggered by this gas cap.
I have looked at some of the wiring and cannot find any damaged looking pieces.

As you already mentioned, it should like you have a short in your wiring harness. Since the problem seem to change when shifting gears, you might want to start with the harnesses in the shifter area.........
