2002 Honda Civic EX - Headlights flicker when hitting bumps

Hello, I have a 2002 Honda Civic EX and when I'm driving at night with the low beams on and hit a bump the headlights will dim and then come back to full brightness. The harder the bump, the more the flicker so if I'm going 20 mph on a side street it won't happen but on the expressway it's really bad. Car was in an accident in late 2005, front end rebuilt and one headlight replaced. I took it in to the dealer and they told me that was "normal operation", nothing they can fix. Huh? Took it to another mechanic and he said when body work is done sometimes they paint over the chassis where the grounding strap goes. So he cleaned the grounding area on the chassis and replaced the grounding nut. It seemed fine at first but a few days later I went on rougher roads now and the problem is just as bad as before. Plus, the problem didn't start right after the car was fixed, it started maybe 6-7 months after. I don't have any other electrical problems either, just the headlight issue. But it's really distracting. Any idea what this could be? If it were a grounding problem, wouldn't I have other electrical issues? Thanks for your help.

This is almost certainly a grounding problem and in that cleaning up the grounding strap worked for a while I would do that again at both ends and perhaps even add an extra one. So many things in a car are not metal that grounding is a more common problem, T
