The battery is good, I just can't get anything beyond the key. You can hear a faintly audable click in steering column (not all the time) when it is doing this. I tried to replace the ignition cylinder and that worked once, but it is back to not working again.

How have you verified the battery is good? Have you had this load tested? Even if its a newer battery it can still be a dud and fail under load. I've seen a few that were junk when new on a store shelf. Have you checked the cable ends and cleaned them? Is this using the factory ends or crappy bolt-on ends where the cable is exposed?

The ignition cylinder would have nothing to do with electrical. The ignition switch is a separate component. Why would you be suspecting the ignition in the first place? Had battery tested and is good - cleaned cable ends - still using factory ends and are in good condition. Had a charger on it and still nothing.

I wait for it to warm up into the teens for a couple of hours and it pops right off.

Sounds like you're going to have to read your battery voltage at the moment this is happening. You could have a starter issue or you could still even have a bad battery. I'm a bit lost with this so precisely that temp sensitive to a few degrees. IDK - try hard while cold enough to predictably misbehave. Maybe the old love tap on starter with a hammer or a blow dryer (hair type not heat gun) pointed at suspect area connection or items. Might narrow it down. Check battery cables at starter and engine ends too. You have a narrow temp range for this so iffy IMO to be sure of what, T
