2001 Dodge Stratus R/T horn will not work

I have a 2001 Stratus R/t and the horn works for the factory alarm but does not work when pushed at the steering column. Steps I have taken to this point are as follows:
1. Checked all fuses associated with the horn.
2. Checked horn relay. (when horn is pressed there is a clicking noise from the relay.
3. Swapped relay out with the one next to it because the were the exact same type.
4. Checked horn with battery and horn does function.
The hor will go off with the alarm as stated above but can not figure out why it will not work when pressed at the steering column. Does anyone have any ideas? I also spoke to 3 dodge dealerships and they have no idea?

I would suspect connections under the steering wheel. I believe this uses a clockspring. Be careful and follow instructions for the air bag. Getting all that power all over your face and the black eyes sucks.
