2001 Chevy Lumina Won't Start, Won't Turn Over

i have a 2001 chevy lumina (car not van) with a 6cyl engine. i was driving saturday and parked the car and when i came back out of the house an hour later it would not start.

i have replaced battery, tested starter, replaced started relay. when i turn the ignition it reacts as if it doesn't realize it's in park. tried other gears and it acts the same in neutral, drive, reverse, as it does in park. there is no clicking no whining no grinding just headlights flashing as they normally would but the engine does not turn at all. radio light bell that notifies of keys in ignition all work normally.

isn't there a microswitch that tells the car what gear it is in that could be causing this. if not then what. please help only vehicle can't even go to work right now because of this.

There is a "neutral safety switch" which enables the starter only when in park or neutral that could fail. If your headlights blink I'm not sure if that's intended, an alarm set, or that battery is so low that when starter even tries it takes so much current lights go off OR a bad battery cable connection. Have presets on radio or something been lost? That's a clue.

Just know: Starter needs more current than all the rest of the electrical things in the car - times 10! Lights and diddle stuff still working doesn't mean battery is up at all.

If it has some anti-theft something check out that it is disabled properly.

Try a jump start - if that works it gives clues on what to do next.

The lights flash bc as soon as you turn the ignition swith to the on position the lights come on so as you turn it forward to start they flash as it goes to an "off" position and then to start. none of the radio presets have been lost.

the jump off has been attempted allbeit before the battery was replaced. however, with a new battery it still doesn't start. the battery and the started have been volt tested and are putting out / receiving 12.4 volts and 12.3 volts respectively.

can you send me a diagram of where the neutral safety switch is located as i do not have a manual for this vehicle.

It looks like this below or is supposed to. Didn't say where it was. It's either on shifter itself or perhaps at transmission where linkage moves and you might see it.

In a jam - if you can get to starter and "excite" the small wire with 12v thru fused jumper wire it should force starter to crank if it can at all. With key left in run postition it should start and stay running bypassing the switch mentioned if that is the trouble at all?? USE ALL CAUTION AND JUDGEMENT IF TRYING TO TRICK JUMPER WIRE ANYTHING AND IF IN DOUBT ABOUT HOW THAT CAN BE DONE SAFELY PLAIN DON'T AND GET HELP,
