The law states that you are required to have turn signals in both front and rear and in the front they have to be amber with no white light showing through so you will have to get the broken one working and cover any white lite with amber colored tape.

Different laws for different places.
Here in Ontario; if the vehicle is under 20 feet in length and 8 feet or under in width; the only required lighting are; properly aligned headlights (hi & low beam) and a clear license plate light at the rear.
NO tail, signal or brake lights are required, regardless of their colour are needed; as far as the law goes. But the left front side window must open; so that the driver can perform hand signals.
Dumb YES but that’s how the MTO (Ministry of Transportation Ontario) has written this law, years and years ago.

To the original question; yes seal up and insulate as best you can; maybe check with your local laws on what is permissible.

Side topic: Grease the connections. Replace the bulbs when fixed. Even WallyWorld sells colored tape for this but do fix it right,
