2000 LeSabre Custom - Ignition switch?

Want to try get some advice on whether this is a ignition switch, a headlight switch, or both. When the car is turned off, the door is open and the key is in the ignition, it doesn't do anything. But, when the key is removed and the door is open, it dings. In addition, the headlights (which do have a twilight timer) do not go out for about ten minutes and can not be adjusted through the switch.
Any suggestions?
