My 1999 F150 4X4 5.4 has recently developed an issue that has got me pulling my hair out! When I turn the ignition switch it turns over and over without starting after between 3 to 20 tries it will finally start. At first it was only once in a while that it did this but as the weather has gotten colder it has started doing it all the time now. I have jiggled the switch and the wiring harness but nothing seems to help. I replaced the box up under the dash that was labeled electronic ignition switch but same problem exists. I have tried spraying ether into it while it is turning over but it still won't fire so I know the plugs are not firing. Also when it starts it is not flooded so the fuel is also not turning on. I thought it might have something to do with the chip key so I purchased a new one but with the same results. I tried spraying contact cleaner into the small box and wires that are under the steering wheel on the column and connect to the ignition switch and it starts fine for a few hours then back to the same thing. I have noticed that when it doesn't start the theft light goes out just like it does when it starts so I have ruled out the theft system. I think it is probably a short but have no idea where to start looking. Please help! Ben

All "crank, no start" conditions are approached in the same way. Every engine requires certain functions to be able to run. Some of these functions rely on specific components to work and some components are part of more than one function so it is important to see the whole picture to be able to conclude anything about what may have failed. Also, these functions can ONLY be tested during the failure. Any other time and they will simply test good because the problem isn't present at the moment.
If you approach this in any other way, you are merely guessing and that only serves to replace unnecessary parts and wastes money.

Every engine requires spark, fuel and compression to run. That's what we have to look for.

These are the basics that need to be tested and will give us the info required to isolate a cause.

1) Test for spark at the plug end of the wire using a spark tester. If none found, check for power supply on the + terminal of the coil with the key on.

2) Test for injector pulse using a small bulb called a noid light. If none found, check for power supply at one side of the injector with the key on.

3) Use a fuel pressure gauge to test for correct fuel pressure, also noticing if the pressure holds when key is shut off.

4) If all of these things check good, then you would need to do a complete compression test.

Once you have determined which of these functions has dropped out,
you will know which system is having the problem.

I can tell you that the fuel is not turning on when it is in its no start cranking situation simply because it does not flood the engine even after cranking 20 times for 5 seconds. Also the spark plugs are not firing either because we have tried a spray of ether into the intake while cranking. I acts exactly as if I was trying to start the truck with a non chip key except that the theft light does not blink but comes on for a second and goes off. When the truck does start( after cranking 1 to 20 times) it runs perfectly and does not smoke or sputter when it starts. It is as if it is reading the chip key but still not activating the fuel or spark. Could it possibly be a short in the ignition switch wiring? Could there be a short there that would allow the key to be read and the motor turn over but no fuel or spark to be activated?

Do all the explaining you want. You won't get any wild guesses. If you want me to help you, then perform every one of those tests exactly the way they are described and post the results here.
