1999 CRV fuel gauge goes by headlights on or off?

I have a 1999 Honda CRV. Whenever I turn on the headlights, the gas gauge drops to empty. Whenever I turn the head lights off the gas gauge increases to almost full. I strongly suspect a ground wire connection issue on this, but have no clue to where these connections are exactly located on a 1999 CRV. I should also note that this issue started after I tested all fuses under the drivers side dash, and pushed/pulled a few wires out of the way of my access to testing the fuses with my volt-ohm meter. I had also removed and replaced the LED Clock in the dash at the same time frame P.S. Neither full or empty is correct, and I am having to use the trip odometer to determine when I should get gas.. any help is appreciated on locating the ground connections under dash or behind clock, or?? Thank you very much for any help on this, as it is driving me nuts..Crazy

You would have to pull the cluster and test the ground inputs to it.

Also check ground 553 behind the trim panel on the left rear hatch pillar. Make sure it is clean and tight. Remove it and also make sure there isn't any paint causing poor contact.
