My car wont start. I thought it was the starter but it still wont start after replacing it. After doing some research I realized the engine isnt getting power but the lights and radio turn on. I couldnt get a reading on my machine because of the power issue. I turned the twilight and dimmer switch from bright to low and I turned the headlight's on and off. When I tried to turn the car on it started. I'm assuming its an electrical problem but its just a guess. Thanks

I had the auto parts store check the battery and its good, and I replaced the starter.

Just how did they check the battery - meaning did you bring it to them or while it was just there in the car?
Just know that regular lighting things don't equate or come close the power draw of a starter.
At first thought was thinking the "trigger wire" to starter wasn't getting power as it wouldn't if not in "P or "N" still a chance of a problem there. Try "N" just because.
OK so starter is new or rebuilt didn't change anything apparently and it did start after a load of turning on headlights?
Two decent guesses is a battery cable end, either end of both isn't good right here. The eyelet ends of sidepost batteries does tend to corrode even if you had it off should have seen it looks lousy at those. The bolt is direct to the battery if tested on those could show OK but not to the larger battery cables enough. Lights making a difference is a clue or misleading? It might be weak cable ends and just that heated up the weak spot enough it worked to start? Can't know would have to catch that or clean up all of them and feel for problems.

Don't forget ground to engine block - should be a bolt and eyelet there too. Another from battery (most likely) to body metal and those grounds are around the whole car as needed do count big time.
Just another test you can do to focus on where for now there's more to check but try this:

Turn on just interior lights and try cranking - just leave door open. Looking at those lights do they just go out or really dim? That would be a strong clue as well as if radio presets or clock didn't remember it lost all power momentarily with starter request.
Sorry for the long reply it's necessary to focus on the real issue. How that battery was tested now matters it isn't convincing me it's good yet or cables from it both. If that sometimes you can just tug on them and get it to start if the problem then go nuts and fix/replace what's needed for a 1999 think about new cables or chase to the eyelet ends are replaceable if no good..

Do more testing not tossing parts, too late for the starter you could have tested it yourself off the car with jumper cables and a jumper wire get it to jump around know that isn't the whole problem then.

Test away there's power dropping out completely either trigger wire or a battery cable then the fix can be known,

T
