1999 Accord decelerating power loss

1999 Honda Accord EX 2.3L 140k
The car is momentarily losing power to the radio and dashboard. It happens for less than a second, I do not have time to check power steering. This only appears to happen <40mph and typically happens immediately after I take my foot of the gas. It sometimes occurs when i ease up on the gas as well. Thanks in advance for your help!

Guess: There may be a ground strap to body from engine or body to dash metal that's not good or broken,
