First sign was when I drive at night for a while, my head lights will start blinking on and off at random times. Also while my turn signal was active the lights would blink on and off with the blinker. Then I noticed my cigar lighter fuse kept blowing everytime I replaced it and hooked up me cell phone or gps car charger it would blow out again. My windshield wipers will not return to the down position when they are toggled to the off position on the switch, the return to an erect position. Today (02-02-2010) my car wouldn't start. I thought it was the corrosion around the battery post, so I cleaned it, got a jump and nothing. Later today, while the key is in the ignition and the door was open, it would make the "ding ding ding" indicator noise but it would make a click noise and the dome lights would flash on and off then return to the indicator ding and repeat the cycle. So I remove the keys, the ding stops, but the click and dome lights flashing continue. When I close the door it stops. I then got a jump from a diesel truck with stronger battery, it jumped off, but when my doors automatically locked from putting the car in drive, it shutoff while still hooked to the truck. It goes back to the forementioned noise. The battery was tested three times and its an excellent condition brabd new battery.

I think your trouble is wiring connections at the starter but also check the ground end of battery cable at the engine block.

The starter is a pill go get at and a whole new harness is available. The connections there are positioned such that they get trashed and corrode quite readily. If you go there have neg battery cable disconnected. If corroded as I think you'll find the nuts on studs may break off at the solenoid so prepare for that and that starter is a royal pain to remove + replace. If clever you can replace just a solenoid if needed. If (know that I/we are guessing at the likely problem that comes to mind) is the issue - do spray the connections with anti-corrosive grease or product for just that so it doesn't just happen again.

That could explain funky electrical problems throughout the car except the lighter blowing the fuse.
Lighter: If an actual lighter and not just a power port they should never be used to light a cigar/cigaretts as they get trashed quickly and can short out when touched - sounds stupid as that's what there were for. You can add a fused power port elsewhere and where the lighter goes as it will fit. All the items you are using port for just don't work well in lighters - I'm sure you've had to fiddle with them to get a connection.

I think you'll find the troubles as said but could be off on incorrect tangent,
