broken lever that controls the headlights and, turn signal. the lever is loose and broken, turns signals switch on/ off and brights are stuck in on position when the regular driving lights are on.

The combination switch is going to need to be replaced from what you describe.
It controls,the headlamps/turn signals/wipers/dimmer switch for the headlamps.
Approx cost $210.00 + tax for the parts only at Autozone.
If you take it to a shop,expect a parts markup plus the labor cost for installation.
