1995 Crown Vic blows blinker fuses

Hey guys,
I have a 1995 Ford Crown Victoria. It has the 4.6Liter v8 and at the moment, no blinkers!
The inspection sticker is now expired so need to fix it quick.
Heres what I have found; - The Hazzards are on a separate fuse/ relay and work perfectly. All bulbs flash
- The Fuse for the blinkers is blown and has continuity to ground on the service side
- Unplugging the Lighting control module doesnt fix continuity to ground on fuse panel
- I had a spare blinker switch and so replaced it with no change in symptoms
I see that the brake switch also is fed off of this fuse but have not looked at wiring for it yet.
Any ideas will be appreciated.

What fuse are we talking about?
Turn signals and brake lights are never on the same power supply. Brake lights are powered all the time and turn signal are "key on" only.

Should be fuse (1) 15A. The fuse also protects the circuit for the BOO (brake on/off) switch for the PCM brake pedal status.
Unplug the BOO and check for short to ground at fuse terminal to see if it goes away. If short doesn't go away after unplugging BOO, unplug the turn signal switch and recheck for short to ground.
If the short is there with the BOO and turn signal unplugged, you have a short in the wiring before the BOO and/or turn signal switch.
If this has aftermarket equipment installed that is spliced in to the turn signal, you should check there first.

Well, I disconnected the aftermarket alarm, connector on the brake switch, blinker switch and LCM cable.....Still have continuity from the service side of the fuse to ground.
So D, you mentioned that I now need to trace the wire from the fuse panel to the brake switch and LCM. SHould not be too long of a wire to trace but the back side of the fuse panel is not easily accessible. Is there a diagram availible to tell me what color wire to look for on the LCM?

Is fuse 5 the one that is blowing? If fuse 1 was blown the hazards wouldn't work.

wow! Great catch D!
I looked at the schematic but never questioned that. When I saw the diagram pointed to only one of the 2 feed wires being hot all the time, I assumed that was the one since i blow fuses with key on or off.
Looking at the fuse block diagram below, I would call the fuse in question #16. I will verify this when I get home but am pretty certain that is it.
Strange that is call out that one as the em flashers cause thats still working.
Ill check it and the cigarette lighter wire and report back.
Note: I was unable to make the picture as large as I wanted but you may zoom in on your web browser by holding the "Ctrl" button on your keyboard as you scroll the mouse wheel.

PROBLEM SOLVED!!!!!!!!
After D pointed out that the fuse in question shared a connection to the cigarrete lighter and not the brake switch, I went back and inspected the lighter. I tried to depress it and thought it felt funny. After a closer look I found out why.
The lighter is located in a depression beyond the ashtray but is on a fairly level surface. THe whole thing pulls out like a drawer and since the lighter is recessed to allow drawer closure, if the lighter is removed, it's easy for things to fall down into the cavity.
Since my son doenst smoke, the ashtray is used for loose change. Need I say more? I found a penny snuggled down neatly inside the hole. Wholla...... A dead short to ground.

I really didn't do anything. It was you that had determined the source of the short. Glad to see that you got it figured out. Thank you for the follow up. May help someone else out someday.

Glad this is fixed. Take some advice and never use a vehicle's cig lighter. Take it out an plug it. Real cig lighters are about the same since forever and if used for a cigarette will rot and short out.............. T
