1994 Toyota Tercel DX Lights Mod, High Beam Problem Sign In

Hello,
We have a 1994 Toyota Tercel DX with a 1.5L engine. This car had dim headlights due to old and tampered wiring, old bulbs, and on top of that both headlight bases were broken, so we decided to upgrade the wiring to thicker, new wires; new relays, and new headlights... My brother has done two of these upgrades, one on a Isuzu Amigo, another one on a Toyota Landcruiser, so I followed his instructions. According to what we though and according to my initial tests, this system is powered through a positive feed to the "ground" pin on the connector that is shut off and on by the light switch, and two grounds controlling high/low beam that are controlled by the lever.... Am I correct?
What I did:
I used the original wiring to power the two new relays (one relay for low, one for high)... and I took a new positive feed with a fuse straight from the battery to the "ground" pins on the new 9004 connectors, and took a new ground to the relays, and new wiring out to the high and low beam pins.
The problem:
Low beam works fine, nice and bright, but when I switch to high beam, the low beam relay doesn't cut power so both filaments are on at the same time.... The minute I connect one bulb to the old connector, the system works completely fine...
Where is my problem? I would say I'm doing something that can't be done, but we have done it with 100% success to two other vehicles.. As you can see we aren't electricians, but we like to do our own jobs and learn along the way.
My theory,, The old system was designed to carry the load of a bulb, and is now only switching on and off relay coils, almost no load at all, and this is what is causing the problem (lack of load) but if that's the case why didn't it happen with the other cars?
My brother's theory,, A problem with the light switch/lever...
So maybe one of us is right, maybe neither of us is right...
Any help would be appreciated.
