1993 Saturn SL 1 No power at all, clicking under e-brake handle

I'm stumped. I have a 1993 Saturn SL 1 SOHC that is having some wierd electrical issue. More often or not, upon turning the key, I have no power, no turnover, no lights, no radio, nuthin'. At the same time I hear a clicking noise coming from under the e brake handle. I don't know if they are related. ANY help would be appreciated, INCLUDING any electrical diagrams for that particular Saturn that are available. This one has me stumped. I will note that for whatever reason, if I disconnect the battery and reconnect, sometimes whatever is causing the trouble resets and I can start it again. The engine itself checks out fine, no mechanical source that I can tell...
