1990 bronco voltage drop at idle

1990 ford bronco xlt
351W V8 5.8L
250000+ miles

My multimeter unfortunately broke on me so I can't provide current voltage levels. I'll be getting a new one soon. If I decide to believe my instrument gauge than the drop is quite dramatic. (6 volts+)

So here's the symptoms:
-At low idle (600-650 rpm), or when using any accesories the voltage drop kicks in.
-lights dim, gauge drops, radio cuts out.
-failed emissions, just the idle portion.
-Tested affecting accessories include all windows, climate control blower, rear defrost, headlights, wipers, turn signals. They CAN all be on at once without engine dying, but dim.

Also notable is that this happens when the engine is OFF as well (radio, lights...) the only time everything works fine is at 1000+ rpm

I've tried:
-Replaced battery, both batt cables, starter & solenoid, alternator.
-Checked grounds for battery and frame/block connection
-removed, replaced & cleaned up radio wiring (was a crappy custom job, it's good now. Problem still occurred with radio and amp disconnected.)
-Checked all fuses.

Help please!

Just a guess for now: Try adding ground from engine block to body or if you see the ground straps it should have clean those up too. You can just add them if placed out of harms way and this is a maybe as a cause of the issues,
