1990 Honda Accord ignition issue Sign In

Hey first time poster here.

So a couple of days ago some jackasses tried to bust into my car (1990 Honda Accord EX-R ABS) and hot wire it or something. They busted open the steering column shroud and it looks like they cut a wire in it. This seems to be the only visible problem but when I put the key in the ignition and turn it, nothing happens. The wire that is cut is solid blue and looks to be about 14 gauge. It seems like it should go with all the other yellow, white, and black wires that lead out but I have no idea where the wire leads to. I need help PLEASE.

Doesn't the wire have an other half?

Then you need to get it to an electrical shop to be analyzed.
