I have a 1989 Olds Model 98 with Electronic Climate Control (ECC) and a blower fan that does not turn off even with the ignition key turned off. The only way to turn off the fan is to unplug the fan itself. I have replaced the ECC unit with a used one and no difference. Even if the ECC is not hooked up, the fan would still run. The ECC does not control the fan either i.e. cannot turn off or adjust the fan speed.
When the fan is hooked up, it only has one speed - high.
I suspect it might be a relay but I cannot locate it.
Any thoughts would be appreciated.

It might be the blower motor control unit; you’ll find it on the firewall; follow the purple wire from the blower motor back to it. The control unit may have shorted to power or is being commanded by the AC/heater control unit to run the fan on high speed.
The blower control unit will have a four terminal wire connector with a purple (feed to blower motor) wire, a gray/black (control from the AC/heater control unit) wire, A black (system ground) wire and a red (power from battery) wire. A quick way of telling if it were the blower control unit, would be to cut the gray/black control wire (in a place that’s easy to repair). If the blower continues to run, then it’s likely the blower control unit. But if it shuts off you’ll know that the blower motor control unit is being commanded on. Follow the gray/black wire back to the AC/heater controller checking that it hasn’t shorted to ground. If no short to ground is found on the gray/black wire, it might be the AC/heater controller or it has a short feeding it the wrong information from the ECC programmer. My component locator says it’s also on the firewall above the blower motor. You’ve already replaced the ECC programmer, so you know the problem isn’t there.

Hey DanD - thanks for the reply. Winnipeg here. This has been no fun (lol) in trying to fix this problem. My model is an "88 Regency Brougham" - any difference in the location of the blower control unit?

According to the component locator they’re in the same location for both the 88 & 98 Olds. But that doesn’t mean that the locator is 100% accurate? That’s why I said to chase the wiring back to the different units.
Are you getting any weather out there? We here in London Ont. hit 20-degrees plus today, which is 68-degrees Fahrenheit for our Southern friends, here on the board. LOL

Hey Dan
Thanks a bunch. All fixed for $10 Canadian (that's about $15 U$ now - lol).
7C here today. I replaced the BCU for a used one. The Chilton's manual and it's wiring diagrams threw me for a loop. The wire colouring does not match at all.
If it wasn't for you, I would never have found the problem.
