 1988 Mercury Cougar 3.8 V6 63k miles

I recently replaced my battery and alternator. However, in the midst of rushed confusion I put the battery in backwards and am now attempting to clean up the mess it caused. I replaced a couple fuses so far but am still experiencing a problem.

My current issue is that my tail lights, dashboard lights, heat/ac lights (all the ones panel dim controls) are not working. I have a fuse that keeps blowing right when I put the fuse in, even with the headlight switch off. I have a fuse box diagram and it is fuse #4. This is the list of things that fuse controls:

Taillamps, Parking Lamps, Side Marker Lamps, Instrument Cluster Illumination, License Lamps, A/C and Heater Illumination, Radio Illumination, Digital Clock Illumination, Autolamp Relay

I am using the correct amp fuse. My headlights, radio, speedometer, clock and all other electric seems to be functioning properly. The only other issue is when I pull the signal handle in to turn my brights on, they come on, including the dashboard indicator, but when I release the handle they shut off. Also I replaced my headlights because one bulb was blown previous to the battery/alternator change and I bought the "premium ultra night vision" bulbs. When I turn the auto-lamp dial on I hear a clicking sound under the steering wheel. It also makes that sound when I move it from the low setting to the max setting. I checked the wiring from the trunk for the tail lights and I didn't see any melted wires.

Any ideas as to why the fuse keeps blowing? Please be as descriptive as possible because the only diagram I have is for the fuse box.
