'02 Dodge Durango Electrical Problem

When I turn the parking lights or headlights on they all start flickering or blinking. I replaced the relay and headlight switch with no success. Today I noticed it happened when I turned the ignition to on even without having the switch or relay connected. But when I connected the switch and turned it to the off position it stopped but started right back when I turned it on. THANKS!!!!!

I think I know what's wrong.It's the CTM(central timer module), unfortunately not a cheap fix. Is it located under the steering wheel near the floor? Please confirm if possible. THANKS!!!!!!!!!!
