02 Cavalier 4 door Signal problem

I have an 02 Cavalier 4 door, all my signal lights work except the front passenger side, it won't flash but if I turn the lights on the bulb still lights up.
any ideas?

That doesn't mean the bulb is good. It's a 2 filament bulb. Check the bulb and the socket. It could be a bad turn signal switch but the bulb or socket are more common.
