The wipers do not automatically retract when they are shut off. They will stop wherever they are when the switch is turned from the high position. If they won't park when turned off, that is generally the wiper motor that causes that. With a test light, you can check to see if you are getting power to the motor in all seperate speeds, to test the switch. If these all have power at appropriate times, the switch is okay. (If there is a black wire, that's ground..make sure it has a good connection to ground).
