I have a 2004 KIA optima. I got this car in 2006 and not too much after that did I start to experience a squealing noise from my front tire(s). This only happened when it rained though and when I hit a puddle of water. I presume it gets water in somewhere in the tires. Not only that, but I hear that noise and then my steering wheel locks up and I cannot turn the car. If I do, thats when more squealing comes up. Then I wait a few seconds and let the car role a little bit and then the steering wheel unlocks. I spoke to my cousin of mine and he told me that water probably gets into the barrons (I think I'm spelling that wrong) or the water probably locks something up in the wheels. He made the recommendation I should try taking to the dealer to see if they sell a cover which should already be on the car. Either that or go to the junk yard and find one under another car. If anyone has some advice I'd like to hear it.

Sounds like drive belt on engine is too loose and getting wet,
