Loud road noise w/ new tires and wheels

So i recently put new wheels and tires on my 07' VW Rabbit. the tires are Toyo Proxes 4 205/40 and the wheels are cc10's that are 18x8.5. I am experiencing extremely loud road noise, especially when going slow. After about 30 mph that noise isnt as loud but still much louder than stock wheels/tires. I made sure the tires went on correctly and that the wheels were put on correctly. i drove the car the same day with the stock setup and didnt have this loud road noise. *I bought the wheels w/tires from someone who drives their car extremely low so im thinking it may be uneven wear. The tread on the tires does not seem too bad though. Thank, Alex

You installed a different size tire and they are used to boot. Take the tires off and your noise will go away. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

It has plenty of tread, so why is it making noise? Since we volunteer our time and knowledge, we ask for you to please follow up when a problem is resolved.
