A friend of mine got a 1999 Ford Crown Victoria w/ 4.6L He says when he's driving it he here popping noises coming from the rear. He said its constant it sounds like popping pop corn. It doesn't stop it just constantly pops no matter how fast or slow he goes. He said his rear end has went out before and was replace less than a year ago. So could it still be the rear end or something else? He also said a friend of his says it could be ball joints is that true?

If the popping does not change to match speed of vehicle, it will not be in the rear end. It will not be the ball joints because the noise would come from the front. There may be something loose in the trunk that is making the noise. Have them look for anything that may move when the vehicle is in motion. It could be rear shock bushings worn out allowing the shock rod to come into contact with he frame.

My friend brought the car to me yesterday and I actually heard it in person. The sound is coming from Passenger side wheel well behind the tires. Its not on the driver side only on the passenger side. So could it still be the Shock Bushings??

Yes it can. Also look at all the bushings in the rear. The trailing arms are bad about the bushings sliding out of the arms and cause noises.
