Some of those vans use a height sensing valve for the rear brakes to increase rear brake when loaded. If that is restricted, it will cause the front brakes to do all the work.

How hot are they getting? Brake rotors do get hot even when everything is functioning properly. Are they actually causing the wheel to lock up?

So if you jack the front up and try to turn the front wheels they are locked?

When they are locked up. Crack the lines on the master to see if they release. If they do release, let us know.

If they don't release, crack the lines on the ABS modulator that go to the wheels. If they release, the ABS modulator is the problem. If they don't release, you have something going on with hoses, calipers, or hardware, such as sticking slide pins.

What you should do is start a question of your own. This one belongs to someone else.
