I have a 2004 Ford Tauris. The brake pedal goes all the way to the floor. I took it to one mechanic who said I need new rear brakes and it will cost 150 dollars. I took it to another mechanic who said it needs a master cylinder and brake booster's and that will cost $750. Who is correct there is no leaking happening. Who seems to be correct?

Are you sure there is no leaking anywhere, even at the rear cylinders? If there is no loss of fluid at all and you have no pedal, then the master is likely bad. You haven't stated any reason for the booster to be bad though.
