Rim Restoration Possible? 2014 VW Jetta

I own a 2014 VW Jetta. I have had an issue with the Finishing on the rims chipping and what seems like rotting away ever since i have had the car and it seems like its only getting worse. I do not use these rims in the winter so im unsure why i am having these issues. Are these able to be restored? if so, how do i go about this? below is the link for the image.

Yes, there are numerous companies that refurbish wheels for a reasonable price. They look like new when done. I haven't personally had that done but hear of it. IMO seems a little early for that bad? Where do you store these for Winters? That may be a reason?? Also, where are the correct lug nuts? Just curious, T
