82 honda cb400 lights flicker when blinker is on

when you turn on either blinker the other one flickers a little, also the head light flickers slightly also. I checked for loose connections, Is this a grounding issues?

you need to check that for sure. Bikes need to be grounded from the battery directly to the engine case with a clean contact. Also, put a multimeter on the battery and watch the voltage to see what is happening. Check the headlight ground as well. Lastly, check stator output and replace it if outside of specs.
