water return woes

I have an older Camaro that the radiator return bottle will fill up but when it cools down the water will not return back into the radiator. I have tried a new radiator cap with the arrow indicator that aligns with the over flow tube but still it won't work. I bet this is something simple that I am missing but this has been a problem for years and it reminds me of a nagging tooth ache. Got any suggestions ? Thanks.

The system works on expansion and contraction. As the coolant cools down, it shrinks into a smaller space and suck in more coolant to take up the new space. Short read - but it must have a closed system radiator cap or it expel but not return if not correct Edit - rad cap needs to be new or cleaned sometimes,
