Not quite sure how this race is situated. Can it be "cracked" with a punch or cut with a diamond wheel without trashing the hub? Demel tool a notch to strike with a punch? Easy with torches as hardened metals can do surprising things and weaken the metal of what you are keeping. I've had some hit or miss luck freezing parts,

If this is an internal race, and have an wire welder, run a bead around the id of race. When it cools, it will shrink and almost fall out!!

Use a cut off tool with a disk to cut a triangle shaped notch on the bottom of the race the hit it with a punch or a air hammer. It should crack and then slide right off.
