Grinding sound while shifting from 4th to 3rd

Hey, I recently picked up a dodge 1991 cummins. from the start i noticed there would be a loud grinding sound while trying to push it from 4th into 3rd. The feeling would be felt in the shift stick, and while it was happening, i cant properly put the stick all the way to third. It only happens while going at to fast a speed for 3rd, but is still sketchy even while going slower. I really have to match the speed in order to slide it into third and this means getting it down to exactly 50-40 Does anything think this is a problem with the transmission? or could it be a clutch issue (clutch not properly disenguaging) As I said before the grind sound is really localized to the shifter, high vibrations in the shifter, and at lower speeds sometimes the feeling of the gears meshing. Would appreciate any advice. Cheers!

We have a trans pro so moved this here. Already know the questions which are 1. Is this a hydraulic clutch linkage? 2. Is it full to proper level? 3. Does it shift fine with engine off? It's partly symptoms of a failed clutch linkage either way no disengaging enough but IDK why pick on just two gears so may be more to it? T
