2004 tacoma wont shift up

I inherited a 2004 Tacoma with a 2.4 auto rwd. Transmission is the A44d. I am able to drive it in forward and reverse and it will not upshift even when i attempt it manually.
I drained the oil and removed the pan oil is clear fluid level was fine. Am i correct thinking this is an electrical problem? I hooked up the code reader and do not have any codes.

Sorry for late reply, This trans has a cable look under the hood by throttle body make sure the cable is hooked up and if you pull on the cable it wil return. with your scanner, does it show live data? wondering if 2nd gear is being commanded, i would think electrical problem may throw a code.
