Stering boot torn

2005 Toyota Solara 4cyl. 70,000 miles Dealership says, I have a torn 'boot' . How soon should I get it repaired? Also, I need new brake pads on the front wheels, but dealer also wants to grind( or smooth) the (?) . Can't I just have them put on new pads only and save seventy dollars. That's no, no and no. The dealer has given you sound advice. You have to resurface the rotors to give the new pads the correct surface to ride on.
