What's torn underneath my Dodge Neon? PICs

2004 Dodge Neon SXT, over 100,000 miles I was randomly looking under my car for a leak check when I noticed a rip in this hard plastic (photos below). That's the front left of my car when I'm looking straight at it. Is this something to be concerned about or normal wear and tear?

No pics but still it's probably the common air dam that many sit low and parking bumper curb things can break them or whatever. If it's all there you could fake something depending how broken from behind. At speed if an air dam it is useful and needed to direct airflow thru grill properly for raditator and A/C condenser, T
