2012 Ford focus horn problem

2012 Ford Focus about 120k miles The horn for my ford focus doesn't seem to be working. Using the alarm control, also doesn't make any noise. I switched the relay on the fuse box for a similar one and the problem persists, so I don't think it's the relay. Here's the interesting part: When I use my alarm keys to lock it, the relay won't "click" and the alarm doesn't sound. However if I just use the car horn, the relay does click, but the alarm makes no sound. I'm leaning towards being a horn replacement, but I wanted to ask here before I went and bought the part... Any thoughts of what the problem might be or maybe confirmation that it is the Horn?
