2004 Nissan Sentra, replaced part from C.E.L, still has issues

C.E.L code p1446 for the vent control valve has been on in my 2004 Nissan Sentra 1.8l for about a year, had 2 different machanics diagnose it and replace that part, one cleaned out my whole evap system as well and light keeps coming on.

Car is now showing symptoms of possible evap issues such as stalling when foot is off gas pedal, taking 1-3 turns to start, and gas nozzles clicking off before tank is full. Suspect possibly another part of system is causing the vent control valve to malfuntion as the part itself is structurally soud. Or a leak in one of the hoses. Trying to determine the most likely cause so I can replace and see if that helps.

For context, car has 220k miles on it but motor is younger, was replaced with a used motor in 2016. Was before I owned the car so I have no more info on that apart from the writing on the motor and a slip of paper I found in vehicle about replacement dated 2016.

Replaced engines even when good usually sustain some stress on all connections to replace them. This code for evap issues doesn't target what to replace or do rather where to begin looking.
This car may be hard to fill up with fuel with a clogged or damaged canister? That has charcoal inside might be all hardened up from being soaked maybe take it out and tap on it could work.
Maybe (all guesses) the line to intake isn't in good shape cause an intermittent vacuum leak as you said engine can stall so look hard up to just replacing that.
Check all vacuum hose and items the use vacuum that they are intact and operational I think you'll find the reason for this,

No such thing can exist. The EVAP system is for emissions only and has no bearing on engine performance.

When you get a code related to a part like this, it doesn't necessarily mean the part is the cause. It can be anything in the operating circuit for that part to include the PCM and all related wiring, fuses and plugs.

In this case there is a O-ring that seals the valve when installed that is supposed to be replaced whenever the valve is changed but that wouldn't necessarily cause an electrical fault.
