You'd have to take the cluster out and see what the layout of the backlight bulbs are and whether there is an issue with the circuit board. It appears they are LCDs so it may be a bad cluster. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

So if I were to remove the cluster do I ship it to someone that rebuilds them ? Would there be an electrical connection that could be finagled ?

You could just look for any obvious problems that could be resolved. If not I would just look for a used one to replace it.
