67 Mustang brake booster pedal issue

I have a 67 Mustang with front disc and rear drums, new brake booster, new master cylinder, and new prop valve. The brake pedal does not come to the top with brake booster vacuum attached, but it does when disconnected. All hoses are new, master cylinder has been bench bleed, and each wheel has been bleed starting the with farthest. Brake booster hose is connected to back of Edelbrock Carb, but i can’t get the pedal to come to top. What could be the issue?

I'm not understanding what you mean. Are you saying you have a higher "applied" brake pedal with vacuum disconnected? If so, that is normal.

I’m saying my brake pedal is not at the top when the vacuum hose is connected. It sits about half way and I can pull up on the pedal for it to go to the top. With the hose disconnected it does come to the top, which i know is normal. I’m wondering how to correct the problem with it not coming to the top

Sorry, I didn't get a notification when you replied.
What happens when you step on the pedal with vacuum connected? Do you have a normal pedal or does it go to the floor?
Is there check valve on the vacuum hose at the booster?

The pedal goes half way down when pressing the brake with the vacuum line attached. There is no check valve on the hose. I never had one on the original setup so i kept it the same. I will try adjusting the brake booster pushrod to see if this helps.

Don't mess with that pushrod. It will cause the brakes to build up pressure and lock up and not release.
I believe all boosters use a check valve. This is dangerous stuff you're messing with. You really shouldn't be experimenting with a brake system.
It's normal for a booster to draw the pedal down lower that a non boosted pedal.
Make sure the vacuum source is full manifold vacuum at idle.
